WHITEHALL BOROUGH

ALLEGHENY COUNTY PENNSYLVANIA

 

Sealed Proposals will be received by Whitehall Borough at the Municipal Building 100 Borough Park Drive Pittsburgh Pennsylvania 15236 until 11:00 a.m. prevailing time on Tuesday April 29 2025 for:

 

2025 PAVEMENT MAINTENANCE PROGRAM

 

Base Bid

 

Pavement Maintenance on various roads throughout the Borough including the following approximate quantities: 14100 S.Y. of 3.5” +/- Rotomilling and Profiling 720 S.Y. of Soft Spot Repair 1680 TONS of 2” of 19 mm Superpave Binder (0-0.3 ESAL’s) 14100 S.Y. of 1.5" 9.5 mm Fine Grade Superpave Wearing Course (0-0.3 ESAL’s) 190 L.F. of Concrete Curb Replacement 2880 L.F. of Bituminous Wedge Curb Replacement 17 EA. of Rebuilding Inlets Traffic Control Resident Notification and Restoration.

 

Add Alternate No. 1 – Woody Crest Drive

 

Pavement Maintenance on Woody Crest Drive including the following approximate quantities: 1870 S.Y. of 3.5” +/- Rotomilling and Profiling 100 S.Y. of Soft Spot Repair 210 TONS of 2” of 19 mm Superpave Binder (0-0.3 ESAL’s) 1870 S.Y. of 1.5" 9.5 mm Fine Grade Superpave Wearing Course (0-0.3 ESAL’s) 50 L.F. of Concrete Curb Replacement 2 EA. of Rebuilding Inlets Traffic Control Resident Notification and Restoration.

 

Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words “2025 PAVEMENT MAINTENANCE PROGRAM”

 

Bids will only be considered from Bidders that are pre-qualified in Whitehall Borough to perform paving work. Bidders that are not pre-qualified to date in Whitehall Borough should contact the Borough Manager for the requirements. All Whitehall Borough Pre-qualification materials must be in the hands of Courtney M. Wertz Borough Manager Whitehall Borough 100 Borough Park Drive Pittsburgh PA 15236 (412) 884-0505 x 321 by Thursday April 3 2025 at 4:00 p.m.. All potential Bidders that submit pre-qualification packages to the Borough for review will be alerted of their status by Thursday April 10 2025 by 4:00 p.m. Bids will only be considered from Bidders that are pre-qualified in Whitehall Borough for the listed work classification.

 

All Bidders shall be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E F and F1 and submit their PennDOT Pre-Qualification Certificates with the Proposal in order for the Proposal to be considered responsive.

 

Copies of Drawings Specifications Instructions to Bidders General Conditions Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers Inc. 100 McMorris Road Pittsburgh PA 15205 where sets of said documents may be obtained upon payment of seventy-five ($75.00) dollars per set. An additional charge of ten ($10.00) dollars will be required to mail Contract Documents to prospective Bidders. No refund or exchange will be made for the return of any documents. Electronic copies of the Contract Documents will be made available to Bidders at no charge upon request.

Pennsylvania Prevailing Wages are required to be paid on this Project.

 

Performance and Labor and Material Payment Bonds along with Public Liability and Property Damage Certificates of Insurance in the amounts specified as well as Certificates of Workmans Compensation must be filed with the executed Agreement.

 

All proposals must be in the hands of Courtney M. Wertz Borough Manager Whitehall Borough 100 Borough Park Drive Pittsburgh PA 15236 on or before Tuesday April 29 2025 at 11:00 a.m. prevailing time and the same will be opened and read publicly immediately thereafter. The Proposals must be made to Whitehall Borough Allegheny County Pennsylvania and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee.

 

Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania made to the order of Whitehall Borough in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that if the Proposal is accepted the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.

 

The Borough reserves the right to reject any and all Bids or any part thereof for any reason and also reserves the right to waive any informality therein.

 

Bidders are advised that Whitehall Borough will award the contract to the lowest responsible responsive and Whitehall Borough Pre-qualified Bidder for the listed work category based on the total bid submitted. However Bidders are advised that Whitehall Borough expressly reserves the right to reject all bids and specifically reserves the right to award to the lowest responsible responsive and Whitehall Borough Pre-qualified Bidder a contract for all or any portions of the work listed in the Proposal and in awarding a contract for less than the total work listed or less than all portions of the work listed the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
