STANDBY GENERATOR INSTALLATION

HEMPFIELD STATION 500

 

FOR HEMPFIELD TOWNSHIP

 

Hempfield Township will receive sealed bids for a new Standby Generator for Hempfield Fire Station 500, located at 1146 Woodword Drive, Greensburg, Pennsylvania 15601, until 2:00 p.m. prevailing time on Wednesday, June 25, 2025. Bids will be accepted at the offices of Hempfield Township, 1132 Woodward Drive, Greensburg, Pennsylvania, 15601, and will be opened, read aloud, and recorded that afternoon at or after 2:00 p.m.

 

Interested bidders are required to attend a mandatory pre-bid meeting on Wednesday, June 11, 2025, at 10 a.m. Bidders shall assemble at the front entrance of Hempfield Station 500, located at 1146 Woodword Drive, Greensburg, Pennsylvania 15601.

 

On or after Monday, June 2, 2025, electronic copies of the bid documents can be obtained by contacting the office of H.F. Lenz Co., Consulting Engineers, 1407 Scalp Avenue, Johnstown, Pennsylvania 15904, attention Ms. Kerri Muha at kmuha@hflenz.com. In order to be eligible to submit a bid, the prospective bidder MUST REGISTER and receive the bidding documents directly. For a non-refundable fee of two hundred and fifty dollars ($250.00), bidders can pick up one (1) complete set of the Drawings and Specification documents at the office of H.F. Lenz Co., Consulting Engineers, 1407 Scalp Avenue, Johnstown, Pennsylvania, 15904, attention Ms. Kerri Muha. Shipping will be via standard delivery for an additional fee of $50.00. An electronic copy of the bidding documents sent via email will be at no cost. Please email kmuha@hflenz.com to request an electronic copy.

 

NOTE: No cash or credit card payment can be accepted for the bid documents. Check or money order to be made payable to the H.F. Lenz Co.

 

Prospective bidders can address all questions to the office of the engineer at (717) 461-3916, attention Mr. Bryan Clement.

 

A certified check or bank draft, payable to the order of Hempfield Township, negotiable U.S. Government Bonds, or a satisfactory Bid Bond executed by the Bidder, and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania, in an amount equal to ten percent (10%) of the bid for the Standby Generator Installation for the Hempfield Station 500, shall be submitted with each bid.

 

The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of 100% of the contract price, and a certificate of insurance prior to the award of the contract.

 

Notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968. Regulations can be found at: https://portalapps.hud.gov/Sec3BusReg/BRegistry/BRegistryHome.

 

Notice is also hereby given that this project is regulated under Executive Order 11246-Equal Employment Opportunity (www.dol.gov/ofccp/regs/compliance/ca11246 htm) and related contractor specifications apply.

 

Prime contractors should use the Directory of Minority, Women, and Section 3 Business Enterprises to solicit proposals from subcontractors.

 

1. Contractor agrees to comply with all applicable state statutes and regulations, including, but not limited to, the Building Energy Conservation Act, the Pennsylvania Prevailing Wage Act or the Resident Labor Requirements Act, the Steel Products Procurement Act, the Trade Practices Act, the Public Works Contractor's Bond Act of 1967, and the Flood Plain Management Act. The Contractor must also comply with the Americans with Disabilities Act and agrees to minimize pollution and will strictly comply with all applicable related laws and regulations.

 

2. The Contractor agrees to comply with nondiscrimination/sexual harassment provisions and will include such provisions in all contracts and subcontracts.

 

3. Contractor must ensure that no Contractor or subcontractor is currently under suspension or debarment by the Commonwealth, any state, or the federal government.

 

4. Contractor must actively recruit minority and women subcontractors or subcontractors with substantial minority representation among their employees.

 

5. Contractor and its subcontractors shall furnish progress reports, status reports, project account statements, certificates, approvals, etc.

 

6. All pertinent records must be maintained by the Contractor and all subcontractors for seven (7) years from the end of the contract.

 

Prime Contractors should use the Directory of Minority, Women and Section 3 Business Enterprises to solicit proposals from potential subcontractors.

 

Work under this contract is subject to the requirements of the PA Prevailing Wage Act. The PA Prevailing Wage Rates applicable to this Contract are included.

 

Hempfield Township reserves the right to reject any or all bids or to waive any informalities in the bidding.

 

Bids may be held by Hempfield Township for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the Contract.
