REQUEST FOR PROPOSALS
NEW KENSINGTON ADVANCED MANUFACTURING PARK
WESTMORELAND COUNTY, PENNSYLVANIA
Sealed Proposals will be received by the Regional Industrial Development Corporation (RIDC), Allegheny County, PA, until 11:00 a.m. prevailing time on Wednesday, August 20, 2025, for:
RIDC NEW KENSINGTON WATERLINE
This project involves upgrades to existing waterline and vaults in and along streets located in the New Kensington Advanced Manufacturing Park, including but not limited to, the replacement of existing 6” and 8” waterline; service lateral installations; fittings with thrust blocking; temporary waterline (as needed); placement of a new water meter vault; connections to existing water mains; bituminous trench restoration; traffic control; notifications; utility support and protection; site preparation; site protection; construction documentation; GPR survey; and general site restoration, complete in place.
All Proposals shall be emailed to the RIDC in care of John Buechli, Sr. Construction Manager (jbuechli@ridc.org), clearly marked in the subject line with the words "RIDC NEW KENSINGTON WATERLINE PROPOSAL”. Bidders shall be solely responsible to confirm that their Bid was received prior to the Bid due date and time.
Pennsylvania Prevailing Wages must be paid on this Contract.
There will be a Mandatory Pre-bid Meeting on Wednesday, August 6, 2025, at 10:00 a.m. at 204 Schreiber Industrial Park, New Kensington, PA 15068. Contractors who intend to bid this Contract MUST attend for their Bid to be considered as responsive.
Requests for Information (RFIs) shall be submitted in writing by 5:00 p.m. on Friday, August 15, 2025.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.
The Proposals must be made to the RIDC, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw their Proposal during the sixty (60) day period without forfeiting their Proposal guarantee.
Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of the RIDC in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within ten (10) days after Notice of the Award of the Contract.
Bidders are advised that the RIDC will award the contract to the lowest responsible, responsive, and qualified bidder in attendance at the Mandatory Pre-bid Meeting based on the total bid submitted. However, Bidders are advised that the RIDC expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive and qualified bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed.
