NOTICE OF INFORMAL PUBLIC CONFERENCE

 

Notice is hereby given that the Pennsylvania Department of Environmental Protection District Mining Operations has received an application from LCT Energy LP for a new bituminous underground mine. The pending application requests the following permits:

 

​ 1. Coal Mining Activity Permit (CMAP);

​ 2. National Pollution Discharge Elimination System Permit (NPDES);

​ 3. Water and Obstruction Encroachment General Permits (GP): GP-4 (Intake and Outfall Structures) and GP-7 (Minor Road Crossing);

​ 4. Bureau of Air Quality General Permit (GP-12) (for Fugitive Dust Sources and Diesel Fired Internal Combustion Engines at Coal and Coal Refuse Preparations Plants) permits.

 

The proposed mine will be known as Rustic Ridge II Mine proposed CMAP No. 65221302 and NPDES Permit No. PA0236641. The proposed mine is located in Donegal and Mt. Pleasant Townships Westmoreland County.

 

The Department will hold an Informal Public Conference in an Open House format at St. Raymond of the Mountains Parish 170 School House Lane Donegal PA 15628 on Wednesday August 20 2025 beginning at 6:00 p.m. Department representatives will be available to receive both written and oral testimony regarding the application. Testimony will be placed into public record for the application and considered by Department staff in the application review process. Department staff will be available to answer general questions on the permit application.

 

The California District Mining Office will accept additional written comments two (2) weeks after the date of the proceeding until September 4 2025.
