Sealed proposals will be received by the Borough of Oakmont of Allegheny County, Pennsylvania, through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on September 2, 2025, for:
CONTRACT NO. 24-R04
HULTON ROAD AND 3RD STREET IMPROVEMENTS
The scope of work generally consists of the installation of a non-traversable median island, roadway widening, full-depth pavement replacement, relocation of a pedestrian stub pole, light pole and rectangular rapid flashing beacon, traffic delineators, post-mounted signs, ADA curb ramps, linestriping, traffic control, and all necessary appurtenances and restoration for said construction.
All bidders are required to buy the full set of drawings and specifications in PDF format for a nonrefundable deposit of $175.00 from QuestCDN using project number 9499906. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Borough for access information prior to the date and time identified herein.
Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Oakmont to guarantee the bidder’s entrance into the contract if given the award.
The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
The Borough of Oakmont received a Multimodal Transportation Fund Grant award from the Pennsylvania Department of Community and Economic Development for partially funding this project. Bidder must agree to comply with all requirements associated with the Grant.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987) and The Public Works Employment Verification Act (July 2012) apply.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; PA Code Title 16, Chapter 49, Section 101 (Nondiscrimination Clause); and the Nondiscrimination/Sexual Harassment Clause included in the contract documents.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
