NOTICE

 

Sealed proposals will be received at the Municipal Authority of Westmoreland County’s Distribution and Engineering Office Building 3 located at 124 Park and Pool Road New Stanton PA 15672 (Mailing Address: P.O. Box 730 Greensburg PA 15601) until 10:00 AM prevailing time September 30 2025 for the following:

 

CONTRACT R021-26 Install approximately 1250’ of 8” Water Main along

                                      Mellon Road (T-382) in South Huntingdon                 

                                      Township Westmoreland County.

 

Copies of the Contract Documents will be on file at the New Stanton Office of the Municipal Authority of Westmoreland County (Authority) located at 124 Park and Pool Road New Stanton PA 15672. Specifications may be downloaded from the Authority’s website at www.mawc.org by clicking on the tab “Construction” on the Home Page and then selecting “Bid Specs” in the dropdown menu. Bid specifications will be available for download beginning on September 8 2025 at 8:30 a.m. up until 10:00 a.m. on September 24 2025. No deviations from the above schedule will be acceptable. The cost for documents downloaded from the website is $25.00 and only those who have satisfied the deposit requirement will be qualified to bid. The Authority will accept Cash Checks or Credit Card Payments to cover the fees specified above. Please contact Maria Hamay at (724) 755-5954 to process a credit card payment.

 

Bidders will be responsible to view the project on their own. Any questions regarding the project must be submitted to Maria Hamay no later than 12:00 p.m. September 18 2025 via fax (724) 755-5954 or email at Mhamay@mawc.org.

 

A mandatory pre-bid meeting will be held at the New Stanton Distribution and Engineering Office Building 3 at the location designated above on September 24 2025 at 10:00 a.m. at which time the Authority will provide a written response to questions previously submitted.

 

Each proposal shall be submitted in a sealed envelope plainly marked with Contractor’s name contract number and date and all proposals received will be opened and read at the time and place designated above.

 

All contractors must adhere to the specific requirements as detailed in the specifications for the Build America Buy America Act (BABA) The Rehabilitation Act of 1973 The Steel Procurement Act and the Trade Practices Act.

 

This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory.

 

Notice is also hereby given that this project is regulated under Executive Order 11246 Equal Employment Opportunity and related contract specifications apply. Or any updates that the current administration puts into place through the timeframe of the project.

 

Contractors should give the best effort to solicit proposals from Minority Women and Section 3 Business Enterprises for potential subcontractors.

 

Notice is hereby given that all bidders must comply with the Westmoreland County’s Section 3 Plan included in the bid documents when related. Section 3 is provision of the Housing and Urban Development Ave of 1986 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. Regulations can be found at: https://www.ecfr.gov/current/title-24/subtitle-A/part-75.

 

Any bid not submitted under the conditions provided herein will be rejected.

 

The Municipal Authority of Westmoreland County reserves the right to waive any informality in any bid received to reject any bids or to accept any bid it deems in its best interest.
