ADVERTISEMENT FOR BIDS
The Plum Borough School District Plum Pennsylvania will receive sealed proposals for ADDITIONS AND ALTERATIONS TO PLUM BOROUGH O’BLOCK ELEMENTARY SCHOOL 201 Center New Texas Road Plum PA under multiple Prime Contracts General Construction HVAC Construction Plumbing/Fire Protection Construction Electrical Construction and Food Services Construction.
The School District is requesting bids to be made “net of insurance” and will award the contract to the lowest responsible bidder “net of insurance” all as more thoroughly described in the Contract Documents.
Under this approach Contractors and Subcontractors must remove the cost of Owner provided insurance from the Base Bid price. The lowest responsible bidder will be determined on a “net of insurance” basis. In other words the Base Bid is to be identified by the Contractor excluding costs and expenses for General Liability Umbrella/Excess Liability Workers’ Compensation and Builder’s Risk Insurance as delineated in the contract documents. Alternate Bids and Unit Prices are also to be set forth excluding cost for such insurance. The Owner will select which alternates it desires and will determine the low bidder based upon the bids without insurance being provided by the Contractor.
Bids will be accepted no later than 1:00 pm local prevailing time Tuesday October 7 2025. The bid envelope shall be marked “SEALED BID FOR O’BLOCK ELEMENTARY SCHOOL PROJECT”. BIDS MUST BE HAND DELIVERED TO PLUM BOROUGH SCHOOL DISTRICT CENTRAL OFFICES 900 ELICKER RD PLUM PA 15239 ATTN: SHELLEY SHAFFER. Shortly thereafter bids will be opened and read aloud at Plum Borough Central Offices all are invited to attend.
Prime Bidders may obtain one set of Bidding Documents as follows:
· MAIL or present to Printscape Imaging and Graphics 760 Vista Park Drive #7 Pittsburgh PA 15205 a refundable deposit check in the amount of $250.00 payable to Plum Borough School District. Write “25009 Deposit” in the Memo line and include a request on company letterhead that includes your firm name contact person’s name email address UPS shipping address (no PO Box numbers) phone and fax numbers.

Deposit will be returned provided Bidding Documents are returned to Printscape within ten calendar days of bidding date in good usable condition and a Bona Fide Bid is received; otherwise deposit will be forfeited. Shipping charges are not refundable.
Each bid must be accompanied by a proposal guaranty of not less than ten percent (10%) of the total of the Base Bid; and by a Non-Collusion Affidavit Qualification Questionnaire and a Pennsylvania Certificate of Authority (if applicable).
Project is subject to applicable provisions of the Pennsylvania Prevailing Wage Act Act of August 15 1961 P.L. 987 as amended and supplemented.

Owner reserves the right to accept or reject any or all Bids or parts thereof or items therein and to waive any informality in the bidding.
Prime Bidders will be required to REGISTER to receive notification of Addenda and project information updates and to obtain access privileges to the DFS Project Website.
Pre-bid Meeting and Site Tour: There will be a virtual pre-bid meeting on Wednesday September 17 2025 at 10:00 AM. Please contact Terri Hoover (tkh@ecklesgroup.com) for a link to this meeting. Contractors are encouraged to tour the building and site on Friday September 26 2025 from 9am – 12pm. Bidders are responsible for visiting the site to examine the location and existing conditions of the project. If this date is not possible arrangements can be made to visit the site after school hours by contacting Jade Maher at jam@ecklesgroup.com.
