INVITATION FOR BIDS

 

The Borough of Scottdale is soliciting bids for the collection and disposal of garbage, rubbish, refuse, Christmas trees, recyclables, and other solid waste within the Borough of Scottdale for a three-year term beginning June 1, 2026, and ending May 31, 2029; and a five-year term beginning June 1, 2026, ending May 31, 2031. Sealed bids must be submitted to the Office of the Borough Manager, Scottdale Borough Building, 10 Mount Pleasant Road, Scottdale, PA 15683 by 12:00 Noon on October 3, 2025. Bids will be opened in public at the Public Service Committee Meeting on October 7th, 2025, at 5:30 p.m.

 

Instructions to bidders, proposal forms, and specifications may be obtained at the Office of the Borough, Scottdale Borough Building, 10 Mount Pleasant Road, Scottdale, PA, weekdays between 9:00 a.m. and 5:00 p.m.

 

The successful bidder shall be required to furnish a Performance Bond in the amount of 100% of the total annual bid amount. A bid bond or certified check in the amount equal to 10% of the total first year bid amount shall be submitted with each bid. Proposals shall bear the words “Garbage Collection and Disposal Bid” clearly indicated on the exterior of the sealed envelope.

 

All bids must remain firm for 60 days. Borough Council reserves the right to reject any and all proposals in whole or in part, to waive minor technicalities and information in the proposal or to enter into a contract determined most advantageous to the Borough and determined to meet the Borough’s requirements regarding the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act. Council will consider the award of bids during October 13th council meeting.
