Sealed proposals will be received by the BOROUGH OF OAKMONT of Allegheny County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on October 28, 2025 for: 

 

CONTRACT NO. 25-S1

2025 SANITARY SEWER IMPROVEMENTS – PHASE I

 

The scope of work generally includes heavy cleaning of sanitary sewer pipe of multiple material types, pre- and post-construction CCTV, in-trench replacement of sanitary sewer, jack and bore installation of sanitary sewer line, manhole demolition and replacement, lining of sanitary sewer lines by cured-in-place-pipe (CIPP) method, and all necessary appurtenances and restoration for said construction. Add Alternates will be considered for additional sanitary sewer replacement. 

 

All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $175.00 from QuestCDN using project number 9831892. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Borough for access information prior to the date and time identified herein. 

 

Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent  (10%) of the bid, made payable to the Borough of Oakmont to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.

 

Contract No. 25-S1 is being funded in part by a COVID-19 ARPA PA Small Water and Sewer grant from the Department of Treasury under the administration of the Commonwealth Financing Authority. Bidders will be required to comply with Title VI of the Civil Right Act of 1964. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order No. 11246 and 11375. 

 

The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.

 

Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.

 

The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies.

 

Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
