Sealed proposals will be received by OKLAHOMA BOROUGH of Westmoreland County Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 12:00 PM prevailing time on November 17 2025 for:

 

CONTRACT NO. 25-SS01

2025 SANITARY SEWER REPAIR

 

The scope of work for Contract No. 25-SS01 includes the installation of a new manhole pre-habilitation and post-rehabilitation cleaning and CCTV of approximately 2200 linear feet of sanitary sewer; 80 linear feet of in-trench replacement and/or spot repair of sanitary sewer; locate and raise to grade 20 manholes cut and removal of 3 protruding lateral installation manhole liner; and all necessary appurtenances and restoration for said construction.

 

All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $175.00 from QuestCDN using project number 9931966. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Borough for access information prior to the date and time identified herein.

 

Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid made payable to Oklahoma Borough to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans specifications or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.

 

The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.

 

Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act Act No. 1978-3”; and for Contract value exceeding $25000 the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987) and The Public Works Employment Verification Act (July 2012) apply.

 

The Borough shall (a) award the construction contract to the lowest responsible bidder therefore or (b) reject all bids received within ninety (90) days of the date of bid opening; provided however that the Borough may in its sole discretion delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies.

 

Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
