LEGAL NOTICE OF PUBLIC HEARING

 

Notice is hereby given that the Latrobe Industrial Development Authority (the "Authority") will hold a public hearing on behalf of the Authority the City of Latrobe (the “City”) and the County of Westmoreland on Monday December 8 2025 at 6:00 p.m. in the Green Conference Room located on the 2nd floor of the City Building at 901 Jefferson Street Latrobe PA 15650 in order to receive comments in connection with the proposed issuance of tax-exempt revenue bonds (the “2026 Bonds”) by the Authority for the following                       described project (the "Project"):

 

A. Initial Legal Owner: Seton Hill University (the "University")

B. Maximum Stated Principal Amount of 2026 Bonds: $37500000

C. Description of Project: Financing with one or more series of qualified 501(c)(3) bonds as defined in section 145 of the Internal Revenue Code of 1986 as amended (the "Code") of all or a portion of the costs of (i) higher education facilities of the University on its Main Campus (defined below) devoted to the Universitys exempt activities including but not limited to (a)(i) the construction furnishing and equipping of a new indoor athletic facility (the “New Athletic Facility”) including but not limited to a 200-meter indoor track indoor turf field locker rooms office areas and related improvements furnishings and equipment relating to the foregoing and site improvements including but not limited to parking lot(s) lighting landscaping utilities and other infrastructure improvements and (ii) the renovation constructing furnishing and equipping of Sullivan Hall to update improve and/or repurpose spaces for classrooms offices and other academic and student uses and related improvements and (b) the funding of any necessary reserves costs of other credit enhancement for the 2026 Bonds capitalized interest and costs of issuance of the 2026 Bonds.

D. Location of Project: The capital expenditures financed with the 2026 Bonds are located in the City of Greensburg Westmoreland County Pennsylvania on the main campus of the University having an address of 1 Seton Hill Drive Greensburg PA 15601 with approximately 200 acres generally along and around Seton Hill Drive from College Avenue to Mount Thor Road and Grotto Road (the "Main Campus"). The New Athletic Facility will be located on the University’s Main Campus in an area west of Seton Hill Drive and east of Mount Thor Road; and Sullivan Hall is located on the University’s Main Campus east of Seton Hill Drive and west of Grotto Road.

 

At the public hearing any and all persons in attendance will be afforded a reasonable opportunity to express their views on the proposed Project and the issuance by the Authority of the 2026 Bonds therefor. Persons desiring to express their views in writing may do so by providing written comments to the Authority Solicitor at the address referenced below. Any written comments received on or before December 5 2025 will be read into the record at the public hearing.

This notice is published and the public hearing is being held as required by Section 147(f) of the Code and regulations promulgated thereunder.
