LEGAL NOTICE
In accordance with 25 Pa. Code §§ 127.441, 127.425, and 127.521, the Department is providing notice that it intends to issue a Title V Operating Permit renewal to General Carbide Corporation for the continued operation of its tungsten carbide powdered metal and products manufacturing facility located in Hempfield Township, Westmoreland County.
The facility consists of a powder manufacturing process comprising of ten (10) ball mills, ten (10) conical dryers, one (1) spray dryer, three (3) condensers, a cooling tower, and a 15,000 acfm baghouse; a powder preparation area, a final fitz preparation area, and two (2) isopress rooms all controlled by a 15,000 acfm baghouse; a nickel room and shape room both controlled by a 15,000 acfm baghouse; a finishing area controlled by three (3) fume collectors rated at 4,000 acfm, 1,800 acfm, and 2,400 acfm, respectively; a brazing area; a second shape room controlled by a 20,000 acfm baghouse a 21,222 acfm baghouse, and a 3,500 acfm fume collector; one (1) 260-kW diesel-fired emergency generator; one (1) 48-kW natural gas-fired emergency generator; nine (9) parts washers of various capacities; and miscellaneous sources including heptane storage tanks ranging from 375-10,000-gallon capacities, a 0.6 MMBtu/hr boiler, a 0.63 MMBtu/hr boiler, shaping operations, polishing operations, and two (2) cooling towers.
Potential emissions from the sources covered under this Title V operating permit are 79.43 TPY VOC, 36.1 TPY PM-10, 36.1 TPY PM-2.5, 3.6 TPY NOx, 6.92 TPY total HAP, 5.00 TPY of any individual HAP, 1.0 TPY CO, 0.2 TPY SOx, and 823 TPY CO2e.
Those who wish to provide the Department with additional written information that they believe should be considered prior to authorization of the Title V operating permit may submit the information to Thomas Joseph, Environmental Engineering Manager, Department of Environmental Protection, Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Written comments must contain the following:
Name, address, and telephone number of the person submitting the comments.
Identification of the proposed Operating Permit (65-00622).
Concise statements regarding the relevancy of the information or objections to issuance of the Operating Permit.
A public hearing may be held if the Department, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department determines such notification by telephone is sufficient. Written comments or requests for a public hearing should be directed to Thomas Joseph, Environmental Engineering Manager, at the above address or to tjoseph@pa.gov.
All comments must be received within 30 days after the date of this publication.
