Sealed Proposals will be received by the Borough of Aspinwall at 217 Commercial Ave Aspinwall PA 15215 until 11:00 am prevailing time on January 23 2026 for the following:
Borough of Aspinwall 6th Street Wall Stabilization
This project involves the rehabilitation of an existing retaining wall along 6th Street in the Borough of Aspinwall. Construction activities will include but are not limited to: site mobilization selective demolition tieback design and installation shotcrete installation and protection of utilities. Also included in this project are associated traffic control site fencing and protection site restoration site photography and all incidental items required to complete the work complete in place. The Anticipated Commencement of Work is Spring 2026.
Proposals shall be delivered in a sealed envelope clearly marked on the outside with the words “BOROUGH OF ASPINWALL 6TH STREET WALL STABILIZATION." All proposals must be in the hands of Daniel Martone Aspinwall Borough Engineer at the Aspinwall Borough Building located at 217 Commercial Ave Aspinwall PA 15215 before 11:00 am prevailing time on Friday January 23 2026 and the same will be publicly opened and read at that time. Bidders are encouraged to attend the public bid opening. Electronic bids will not be accepted.
There is a NON-MANDATORY pre-bid meeting on Friday January 16 2026 at 10:00 AM at the intersection of Center Avenue and 6th Street in Aspinwall PA 15215. All bidders are encouraged to attend.
Copies of Drawings Specifications Instructions to Bidders and General Conditions are on file at the Aspinwall Borough Office 217 Commercial Ave Aspinwall PA 15215 where sets of said documents may be obtained upon payment of $50.00 per set beginning on Friday November 7 2025. Checks are to be made payable to Aspinwall Borough. No refund will be made for the return of any documents. Pennsylvania Prevailing wage rates will be required to be paid on this contract.
Proposals to receive consideration must be accompanied by a Certified Check or Bidders Bond from a Surety Company authorized to do business in Pennsylvania made to the order of Borough of Aspinwall Allegheny County Pennsylvania in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that if the Proposal is accepted the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.
The Proposals must be made to Borough of Aspinwall Allegheny County Pennsylvania and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. If more time is necessary for the determination of the lowest responsible bidder the Borough of Aspinwall reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted.
Performance and Labor and Material Payment Bonds along with Public Liability and Property Damage Certificates of Insurance in the amounts specified as well as Certificates of Workman’s Compensation must be filed with the executed Agreement.
The Borough of Aspinwall reserves the right to reject any or all Proposals or any part thereof for any reason and reserves the right to waive any informality therein.
The Borough reserves the right to award a contract for all or any portions of the project and accompanying work listed in the proposal. The Borough also reserves the right to add or delete portions of the work after award of the contract. The contract price for any additional work provided by the Contractor shall be determined for the unit prices within these contract documents.
