ALLEGHENY COUNTY

ANNUAL ACTION PLAN FY 2026

 

Notice is hereby given that in accordance with the Final Rule for consolidation of the CDBG HOME and ESG Programs 24 CFR Part 91 et. Al Allegheny County is currently preparing its FY 2026 Annual Action Plan. The County will receive FY 2026 Community Development Block Grant (CDBG) funds Home Investment Partnerships (HOME) funds and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). Part of the Annual Action Plan planning process involves outreach to citizens for input on housing economic development and community development needs across the County. Citizen comments are important and will help determine needs for the County’s 2026 program year which runs July 1 2026 through June 30 2027.

 

In accordance with the Allegheny County Citizen Participation Plan the County will hold a virtual community development and housing needs public meeting at 6PM on Wednesday March 11 2026.

 

Instructions for how to join the public hearing may be obtained by visiting the County’s website at: https://www.alleghenycounty.us/Projects-and-Initiatives/Economic-Development or calling the County at 412-350-1000. Anyone requiring special accommodations or who requires a presentation in a language other than English should contact Mr. Jim Johnston at Jim.Johnston@AlleghenyCounty.US 48 hours in advance of the hearing date and time.

 

The purpose of this public hearing is to obtain the views and comments of individuals and organizations concerning the County’s housing and community development needs. The information gathered will be used in the preparation of the Annual Action Plan submission for the FY 2026 Program Year.

 

All interested citizens are encouraged to attend this public hearing as they will be given the opportunity to present oral or written testimony concerning the housing and community development needs of the County. Written comments may also be addressed to Mr. Jim Johnston Assistant Director of Operations Koppers Building 436 Seventh Avenue Suite 500 Pittsburgh PA 15219 or by email at Jim.Johnston@AlleghenyCounty.US Oral comments may be made in advance of the hearing by calling 412-350-1044. The County expects to publish a summary of its proposed Annual Action Plan for FY 2026 on or around April 14 2026. A second public hearing will be duly advertised and conducted to present the proposed plan and use of funds to the public. The County will consider comments on the proposed plan prior to submission to HUD on or before May 15 2026 or at some time as directed by HUD.
