Sealed proposals will be received by the Borough of Oklahoma of Westmoreland County, Pennsylvania, through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:30 AM prevailing time on April 13, 2026, for:
CONTRACT NO. 26-R01
2026 ROADWAY IMPROVEMENT PROGRAM
The scope of work for Contract No. 26-R01 includes approximately 2,750 square yards of roadway milling, scratch course, and wearing course; base repair; keyway milling; inlet and manhole adjustments; traffic control; lawn restoration and stone restoration for shoulder/driveway; and all necessary appurtenances and restoration for said construction.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $125.00 from QuestCDN using project number 10120484. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Borough for access information prior to the date and time identified herein.
The project is being financed, in part, by the DCED via a Multimodal Transportation Fund Grant. Bidder must agree to comply with all requirements associated with the grants.
Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Oklahoma to guarantee the bidder’s entrance into the contract if given the award.
The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987) and The Public Works Employment Verification Act (July 2012) apply.
The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
