Sealed Bids will be received by Sutersville Borough, at 320 Municipal Avenue, Sutersville, PA 15083, no later than Tuesday, April 14, 2026, until 6:50 PM (prevailing time) for the furnishing of all labor, materials, tools, equipment, transportation, supervision, and the complete performance of all work specified in the Contract for:

 

4th STREET PAVING PROJECT

 

The scope of work generally includes the milling and paving of 4th Street in Sutersville Borough, Westmoreland County, PA.

 

Bids must be made on standard proposal forms, in the manner designated therein, and required by the specifications, must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to Sutersville Borough, and must be accompanied by a Non-Collusion Affidavit and a Bid Bond or certified check payable to Sutersville Borough in an amount not less than ten percent (10%) of the total amount bid, and be delivered at the place on or before the hour named above. The successful bidder will be required to furnish a Performance Bond in the amount of one hundred percent (100%) of the contract price at the time of contract execution.

 

All work shall be constructed according to drawings and specifications which are on file at the office of the Owner and K2 Engineering, Inc., 234 Pittsburgh Road, Uniontown, Pennsylvania 15401. Bids will be publicly opened and read aloud approximately at 6:50 P.M. on April 14, 2026, at the Borough’s Meeting Room. Copies of the Drawings, and the Specifications and Contract Documents may be obtained for Fifty Dollars ($50.00) from the Engineer plus $35 for each set to be mailed.

 

Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids.  Owner reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to be non-responsible Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder.

 

The Owner may consider the experience, financial responsibility, and ability of the Bidder to perform the Work in determining the lowest responsible bidder.

Please be advised, the project will be funded, in part, by state funds from the Commonwealth Financing Authority (CFA) – Statewide Local Share Account program.  Therefore, this project will be subject to specific grant compliance requirements as outlined in the bid package.

 

Bidders are required to conform to all provisions of the Local Public Contracts Law, compliance with Anti-Pollution Regulations, the Prohibition of Illegal Alien Labor on Assisted Projects Act of May 11, 2006 (P.L.173, No. 43), the Prevailing Wage Act, Act 127 of 2012 (Public Works Employment Verification Act), Sexual Harassment Clause, Pennsylvania Human Relations Act, Pennsylvania Act 187 of 1966 – CALL BEFORE YOU DIG!, O.S.H.A. Act of 1970, Pennsylvania Construction Code Act, Americans with Disabilities Act, and the requirements of the Equal Employment Opportunities Act, and all other Federal, State, and Local Laws, Regulations, and Ordinances.
