Sealed proposals will be received by the Township of Neville of Allegheny County Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:30 AM prevailing time on May 12 2026 for: 

 

CONTRACT NO. 25-PK01

RIVERFRONT PARK IMPROVEMENTS

 

The scope of work includes the construction of a riverfront park along Grand Avenue in Neville Township Allegheny County Pennsylvania. The scope of work includes but is not limited to earthwork and grading construction of a concrete boat launch and retaining wall implementation of stormwater controls construction of gravel access roads and walkways and all necessary appurtenances and restoration for said construction.

 

All bidders are required to buy the Bid Documents in PDF format for a nonrefundable deposit of $225.00 from QuestCDN using project number 9996659. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Township of Neville for access information prior to the date and time identified herein.

 

Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township of Neville. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid made payable to the Township of Neville to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans specifications or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.

 

Compliance is required with the Pennsylvania Prevailing Wage Act of 1961 P.L. 987 No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July 1981 which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12 setting forth goals of 5 percent Veteran Owned Small Businesses.

 

Attention is directed to the fact that the project was financed (in part) by grants from the Redevelopment Authority of Allegheny County the Pennsylvania Fish and Boat Commission and the Commonwealth of Pennsylvania Commonwealth Financing Authority. Bidders must agree to comply with all requirements associated with these grants.

 

 

The Township of Neville reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.

 

Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act Act No. 1978-3”; and for Contract value exceeding $25000 the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987) and The Public Works Employment Verification Act (July 2012) apply.

 

The Township of Neville shall (a) award the construction contract to the lowest responsible bidder therefore or (b) reject all bids received within ninety (90) days of the date of bid opening; provided however that the Township of Neville may in its sole discretion delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township of Neville has received all required approvals from other governmental agencies.

 

Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
