TO ALL INTERESTED AGENCIES GROUPS AND PERSONS: The purpose of this notice is to satisfy two (2) separate but related procedural requirements for activities to be undertaken by the City of Jeannette PA.

 

(1) NOTICE OF INTENT TO REQUEST FOR RELEASE OF FUNDS (NOI / RROF)

On or about Thursday May 14 2026 the City of Jeannette will submit a request to the Pennsylvania Department of Community and Economic Development (PA-DCED) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 as amended (P.L. 93-383) to undertake an activity funded by the FY 2023 and FY 2024 CDBG Programs for the purpose of park improvements located in Altman Park in the City of Jeannette.

 

ASSESSED PROJECT

Altman Community Park Improvements – FY 2023 ($60000) and FY 2024 ($192628) CDBG funds will be used to make various improvements to Altman Community Park in the City of Jeannette. This funding will be used with a PA DCNR grant for a total project cost of $497628. The pavilion in the park will be renovated to ADA compliant standards. This will include reconstruction and expansion of the restrooms kitchen and patio areas. The kitchen and restroom            renovations will include the replacement of concrete masonry walls footers doors cabinets and other necessary fixtures. The parking lot is deteriorated and showing cracks. The entire lot will be reconstructed and designated with ADA handicap spaces. A new 5-ft ADA-compliant walk will be added from the parking lot to the pavilion area. This will also include the removal and reinstallation of concrete wheel guards and restriping the entire lot. The walking path is deteriorated and will be reconstructed to ADA standards. A new sign with a DCNR acknowledgement will be added to the entrance of the park. The project is anticipated to begin in Calendar Year 2026 and be completed in Calendar Year 2026.

 

(2) NOTICE OF FINDING OF NO SIGNIFICANT IMPACT (FONSI)

The City of Jeannette has determined that the above-identified activity will have no significant impact on the human environment. Therefore an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The subject project is assessed and HUD regulations at 24 CFR Part 58 from NEPA                   requirements. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Jeannette Municipal Building 110 South Second Street Jeannette PA 15644 and is available for public                   examination and copying upon request during normal business days from 8:00 a.m. to 4:00 p.m.

 

PUBLIC COMMENTS

Any individual group or agency may submit written comments on the ERR to the City of Jeannette by email to ekeedy@cityofjnt.com or by mail addressed to Ethan Keedy City Manager City of Jeannette Municipal Building 110 South Second Street Jeannette PA; 15644. All comments received by Wednesday May 13 2026 will be considered by the City of Jeannette prior to authorizing submittal of a request for release of funds. Commenters should specify which Notice herein they are addressing.

 

ENVIRONMENTAL CERTIFICATION

The City of Jeannette certifies to PA-DCED that the Hon. Michelle Langdon in her capacity as Mayor consents to        accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the                   environmental review process and that these responsibilities have been satisfied. PA-DCED’s approval of the                Certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Jeannette to use CDBG funds.

 

OBJECTIONS TO RELEASE OF FUNDS

PA-DCED will accept objections to its release of funds and the City of Jeannette’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the City of Jeannette; (b) the City of Jeannette has omitted a step or failed to make a decision or finding required by HUD regulations are 24 CFR Part 58; (c) the City of Jeannette or other participants in the development process have committed funds incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by PA-DCED; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the projects are unsatisfactory from the standpoint of environmental quality. Objections must be prepared and               submitted in accordance with the required procedures (24 CFR Part 58 Section 58.76) and shall be sent by email to chrhowe@pa.gov or by telephone at (717) 720-7406. Potential objectors should contact PA-DCED to verify the actual last day of the objection period.
