INVITATION FOR BIDS

 

Separate and sealed proposals will be received by the Borough of Export, Westmoreland County, Pennsylvania, at the Borough’s office, located at 5944 Johnson Avenue, PA 15632, until 6:00 p.m., prevailing time, on May 12, 2026, at which time they will be opened and publicly read for the following project:

Italy Road Utility Replacement

(Water & Sanitary Sewer)

Contract 1/2026

 

The construction work for this project will consist of the installation of approximately 1300 lineal feet of PVC sewer main, manholes and appurtenances. Also included in this project will be the installation of approximately 2100 feet of PVC water main and appurtenances. Waterline service installation and interconnections will be made by the MAWC Water Authority staff with the assistance of the Contractor. The Contractor will be responsible for opening ditch line and installing new main line and restoration of the area. Sewer and waterline work is located generally within Italy Rd from Coolidge St to the Export Borough Line. Ditch line Paving restoration will be the responsibility of the Contractor for both Sewer and Waterline Installation.

 

Sections of Italy road may need to be restricted for the installation of the proposed facilities. Contractor can at his discretion close sections of the road daily and restrict traffic to local flow only. The Contractor will be required to maintain ingress/egress to local traffic and emergency personnel. These activities will need to be coordinated with the Borough and the residents affected on a daily basis.

 

Prior to construction activities the Contractor will be required to submit a traffic control plan for approval by the Borough and its Engineer.

 

Contractor may be responsible for removal and disposal of the existing waterline. Portions of the waterline are Transite. Contractor should plan accordingly for protection of his personnel and proper disposal if sections of the waterline need to be removed for construction of the proposed facilities.

 

Copies of the Contract Documents must be obtained at the office of Gibson-Thomas Engineering, 1004 Ligonier Street, Latrobe, PA 15650, between the hours of 9:00 a.m. and 4:00 p.m., upon a non-refundable payment of $200.00 for each set of contract documents. No refund will be made for bid documents.

 

Bidders will be responsible for viewing the project on their own. Any questions regarding the project must be submitted to Allen Kniss no later than 4:00 P.M. on May 7, 2026, via email at allen.kniss@gibson-thomas.com.

 

Bid Packages must be clearly marked "PROPOSAL ENCLOSED" with job name and contract number on the lower left corner of the Bid Envelopes.

 

Each proposal shall be accompanied with a certified check or Bidder's Bond in the amount of ten percent (10%) of the proposal, in favor of the Borough of Export.

 

All contracts exceeding $10,000 shall be performed in compliance with Executive Order 11246, entitled "Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in Department of Labor Regulations (41 CFR Part 60).

 

Pennsylvania Prevailing Wages are applicable to this project.

 

All contractors must adhere to Act 127 of 2012 (Public Works Employment Verification Act),  Nondiscrimination/Sexual Harassment Provisions, State Contractor Responsibility Program, the Americans with Disabilities Act, Anti-Pollution Regulations, Contractor Integrity Provisions, Prohibition of Illegal Alien Labor on Assisted Project Act, and the Right-to-Know Law.

 

This project is wholly or partially funded by the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA).

 

No bid may be withdrawn for sixty (60) days after the same has been filed with the Borough of Export.

 

Any bid not submitted under the conditions provided herein will be rejected.

 

The Borough of Export reserves the right to reject any or all bids or to waive any informality in bids received or to accept any bid it deems in its best interest.
