WATER FILTRATION PLANT IMPROVEMENTS
CONTRACT NO. 25-WTP1 (RE-BID)
GENERAL CONSTRUCTION
The scope of work includes, but is not necessarily limited to, the conversion of the existing 1.0 MG finished water storage tank into a final clearwell with internal baffling, building expansion including installation of new flocculation tanks, lamella type plate clarifiers, and site piping reconfiguration. Flocculation and clarification system upgrades include replacing conventional clarifiers with new Lamella type plate clarifiers, installation of new flocculation tanks with flash mixing, demolition of an existing concrete clarifier, expansion / renovation of the existing water treatment plant building and all general/mechanical construction required. Site construction generally includes exterior and interior piping modifications include relocating finished water piping, new 16-inch raw water feed line, installation of new vaults and modification of existing vaults, demolition of piping to be abandoned, and implementing/maintaining temporary bypass piping.
CONTRACT NO. 25-WTP2 (RE-BID)
ELECTRICAL CONSTRUCTION
Scope of work generally includes the electrical construction modifications required for the improvements being constructed under the General Construction Contract including all equipment, building electrical, SCADA and control system improvements. Electrical contract also includes furnishing and installing replacement electric actuators for the existing filtration valves (valves to remain).
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $350.00 from QuestCDN using project number 10181045 for Contract NO. 25-WTP1 and a non-refundable deposit of $175.00 using project number 10181046 for Contract NO. 25-WTP2. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Borough for access to the information prior to the date and time identified herein.
Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Brackenridge to guarantee the bidder’s entrance into the contract if given the award.
The project is being financed by the Commonwealth of Pennsylvania through the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidder must agree to comply with all requirements associated with the loan / grant including but not limited to Disadvantaged Business Enterprise solicitation requirements, Build America Buy America Act, Davis Bacon Wage Rates, and American Iron and Steel Act.
This project is being federally funded by EPA financial assistance dollars through PENNVEST and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246 and 11375.
The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Federal Davis Bacon Wage Rates, and The Public Works Employment Verification Act (July 2012) apply.
