TAKE NOTICE OF THE INTENT OF COUNCIL OF THE CITY OF GREENSBURG TO ACT UPON AN ORDINANCE AT A REGULAR MEETING SCHEDULED FOR MONDAY JUNE 8 2026 AT 6 PM AT COUNCIL CHAMBERS 2ND FLOOR GREENSBURG CITY HALL 416 SOUTH MAIN STREET GREENSBURG PA 15601 ENTITLED AND SUMMARIZED AS FOLLOWS:
ORDINANCE OF THE CITY OF GREENSBURG WESTMORELAND COUNTY COMMONWEALTH OF PENNSYLVANIA APPROVING REFERENDUM QUESTIONS TO AMEND THE CITY OF GREENSBURG CHARTER
The proposed ordinance concerns four referendum questions to be submitted to the electors of the City of Greensburg at the next general election to amend four sections of the City of Greensburg Charter. Ordinance Section 1 proposes to amend Charter §C-37 by striking §C-37(d) removing the residency requirement for the City Administrator. Ordinance Section 2 presents the referendum question for the striking of Charter §C-37(d) as referenced in Section 1. Ordinance Section 3 proposes to amend Charter §C-43 by striking §C-43(d) removing the residency requirement for the City Fiscal Director. Ordinance Section 4 presents the referendum question for the striking of Charter §C-43(d) as reference in Section 3. Ordinance Section 5 proposes to amend Charter §C-31 by replacing the language “Chief of the six (6) fire companies” with the “Chief of the Greensburg Volunteer Fire Department”. Ordinance Section 6 presents the referendum question for the amendment of Charter §C-31 as referenced in Section 5. Ordinance Section 7 proposes to amend Charter Section C-80 by striking the current competitive bidding requirements and adopting the competitive bidding requirements of the Pennsylvania Third Class City Code. Ordinance Section 8 presents the referendum question for amending Charter §C-80 as proposed in Section 7. Ordinance Section 9 states that the referendum questions will be on the November 3 2026 general election ballot. Ordinance Section 10 directs the City Administrator to file a copy of the Ordinance with the Westmoreland County Board of Elections. Ordinance Section 11 requires that the referendum questions be submitted to the electors as separate questions and that the Charter shall only be amended by the questions(s) that are approved by the electors. Ordinance Section 12 directs City officials to do what is necessary to carry the Ordinance into effect. Ordinance Section 13 provides that the Ordinance shall be effective upon enactment.
